From trade in goods to shared value chains. Uzbekistan’s priorities in the CIS
On 9 October, at the meeting of the CIS Council of Heads of State in Avaza marking the Commonwealth’s 35th anniversary, President Shavkat Mirziyoyev outlined the approach Uzbekistan will bring to its chairmanship in 2027. As traditional economic ties across the world are being reconfigured, the President proposed focusing on cooperation that delivers the most tangible results: joint production, new enterprises, jobs and higher incomes.

Trade without barriers. The Free Trade Area should function fully, without restrictions. To achieve this, Uzbekistan proposed eliminating technical barriers, ensuring mutual recognition of conformity certificates and expanding access to public procurement.

Predictable food markets. To prevent one country’s decisions from unexpectedly disrupting neighbouring markets, Uzbekistan proposed introducing a Mechanism for Advance Notification and Consultations before imposing restrictions on food and fertilizer exports. It would complement the Programme of Cooperation in Food Security.

A single network of industrial sites. The strong business interest demonstrated at INNOPROM. Central Asia and the fifth International Investment Forum in Tashkent should be supported by new opportunities. The aim is to connect the Commonwealth countries’ special economic zones and industrial parks into a single network.

Transport and energy. Uzbekistan advocates integrated logistics centres, lower transit costs and a unified transport information system in the CIS. It also supports declaring 2029 the Year of Transport Connectivity of the Commonwealth. In energy, the President proposed developing a long-term forecast of the region’s energy connectivity to identify where and when seasonal surpluses and shortages arise.

A circular economy. To coordinate the response to climate change, Uzbekistan proposed developing a CIS Concept of Cooperation in Resource-Efficient and Circular Economy.

Creative industries and youth. Uzbekistan proposed organising the Forum on Cultural Policy and Creative Industries, recognising that new technologies are turning these industries into a distinct part of the economy. Khiva will host the CIS Youth Forum in the coming days.

Protection against cyber fraud. Given the growing harm to citizens and businesses, Uzbekistan proposed establishing a CIS Joint Contact Centre for a rapid response to transnational cybercrime.

The next meeting of the CIS Council of Heads of State will take place in Bukhara in 2027. As the President emphasised, Uzbekistan is committed to close cooperation and concrete results that citizens will feel.
