IICA Explores the Investment Potential of Andijan Region
A delegation from the International Institute for Central Asia (IICA), led by Director Javlon Vakhabov, paid a working visit to Andijan Region to assess its industrial and investment potential, review the performance of ongoing projects, and identify untapped opportunities for economic growth.

During the visit, the delegation toured enterprises in the automotive, cement, cable, electrical equipment and textile industries, as well as agricultural projects. It also met with businesses operating in the Andijan Technopark Special Industrial Zone and the Ipak Yuli Free Economic Zone. Particular attention was given to opportunities to increase local production, deepen industrial cooperation, develop new value chains, and expand exports to markets in Central Asia and Europe.

At automotive manufacturing facilities, the delegation reviewed prospects for expanding the production of heavy-duty vehicles and electric buses. Growth in these segments could foster a broader network of component suppliers around major manufacturers and create new employment opportunities.

Notably, Andijan District is set to launch its first assembly line for Ipak Yuli (“Silk Road”) electric buses in partnership with the Chinese company Silk Road Sambell Automobile. The plant will have an annual production capacity of 2,000 electric buses, enabling it to serve demand across the Central Asian market.

At Van Universal Motors in the city of Andijan, local specialists assemble commercial and special-purpose vehicles under the FAW brand, one of the world’s leading heavy-duty truck brands. The operation is helping to develop the necessary industrial supply chains. Trucks manufactured at the facility are already exported to Kazakhstan, Kyrgyzstan, Afghanistan and other countries in the region.

The IICA delegation also visited ADM Electrics in Asaka District. The company is part of ADM Global, the official distributor in Uzbekistan of Kia, Chery, Haval and Hyundai Truck & Bus, and manufactures automotive electrical equipment for the domestic automotive industry.

The production of automotive electrical equipment represents an important step towards reducing dependence on imports and strengthening the competitiveness of domestic industry. ADM Electrics has already established itself as a reliable supplier of in-demand products for both domestic and export markets.

In Khanabad, the delegation reviewed investment projects being implemented by ANDIJONKABEL and O‘Z KOJI to support import substitution and expand the domestic production of automotive components.

At Andijon Conch Cement in Bulakbashi District, the delegation examined opportunities to scale up production in response to demand from the construction sector, the implementation of the China–Kyrgyzstan–Uzbekistan railway project, and export opportunities in the Afghan market.

In Ulugnor and Oltinkul districts, the delegation explored the potential for introducing Chinese drip-irrigation technology in cotton cultivation.

The delegation was also briefed on the operations of Khantex Group, a company based in Kurgantepa District that manufactures bedding, bath textiles, clothing and knitwear for markets in Central Asia and Europe.

Following the visit, IICA will prepare practical proposals aimed at mobilising untapped resources and developing new drivers of growth for Andijan Region.

Overall, the launch of the China–Kyrgyzstan–Uzbekistan railway and the implementation of the investment projects outlined above are expected to unlock the full potential of Andijan Region and consolidate its position as one of Central Asia’s key industrial hubs.
