The International Institute for Central Asia (IICA) was represented by a delegation led by Daniyar Kurbanov, Head of the Department for the Study of Historical and Cultural Heritage and Humanitarian Research. IICA delegates familiarized themselves with key directions of digital transformation across SCO countries and took part in thematic sessions on digitalization in industry, higher education, urban development, and think tank operations.
During the Think Tank Forum, Mr. Kurbanov presented Uzbekistan’s national approaches to digital transformation, highlighting the implementation of such initiatives as the development of IT-Park Uzbekistan, digital solutions in education and agriculture, promotion of a green and inclusive digital economy, and cooperation within the framework of the “Digital Silk Road.” Special emphasis was placed on Uzbekistan’s contribution to the development of SCO’s strategic documents, including the Concept for Cooperation in ICT and the “Digital SCO 2030” program.
Among the key priorities for future collaboration, the IICA expert outlined the development of 5G networks, the creation of a regional digital infrastructure fund, the launch of cross-border educational programs, harmonization of legal frameworks for digital trade, and data flow management.
The Forum also showcased successful examples of digital collaboration among SCO countries. Participants were introduced to Uzbekistan’s digital modernization projects in railway infrastructure, the implementation of blockchain solutions in logistics, and digital monitoring of natural resources.

On the sidelines of the event, IICA representatives held in-depth meetings with the leadership of the Beijing, Shanghai, and Guangzhou Academies of Social Sciences. The discussions focused on prospects for institutional cooperation in the areas of digital analytics, urban development, sustainable growth, and the implementation of joint research and applied projects. Special attention was given to data exchange, co-development of digital standards, and the social dimension of digital transformation.
IICA’s participation in the Forum contributed to strengthening expert engagement within the SCO framework, promoting Central Asia’s interests on the digital agenda, and advancing dialogue on building a resilient and inclusive digital ecosystem across the Organization’s space.
