IICA Presents Its Perspective on Regional Security at the Primakov Readings
On 22–25 June this year, a delegation of Uzbekistan took part in the international forum “Primakov Readings”, organized by the Primakov National Research Institute of World Economy and International Relations of the Russian Academy of Sciences (IMEMO).

The forum was held in conjunction with the Institute’s 70th anniversary. Its central theme was “World Without Rules: Power Game?”

The event brought together more than 400 representatives of leading think tanks, research institutions and academic circles from over 20 countries.

Welcoming and keynote remarks were delivered by Aide to the President of the Russian Federation Y. Ushakov, Minister of Foreign Affairs S. Lavrov, Deputy Speaker of the Federation Council K. Kosachev and Presidential Press Secretary D. Peskov.

IICA Director J. Vakhabov delivered a presentation at the strategic session “Eurasian Security 2035”, which focused on prospects for shaping a new security architecture across the Eurasian space.

In his remarks, J. Vakhabov noted that Central Asia today is one of the most stable regions of Eurasia. It was emphasized that the mechanism of the Consultative Meetings of the Heads of State of Central Asia plays a key role in strengthening trust and good-neighbourly relations, as well as in shaping the region’s own model of stability.

It was noted that the countries of the region have not only managed to resolve most of the accumulated issues on the regional agenda, but have also established sustainable mechanisms of cooperation in the field of security. In particular, regular dialogue has been established among the secretaries of the security councils of Central Asian states, cooperation between special services and law enforcement agencies is developing, and joint exercises are being conducted.

Special emphasis was placed on the fact that, following the 7th Summit of the Consultative Meetings held in Tashkent, the Concept of Regional Security and Stability in Central Asia and the Catalogue of Security Risks for 2026–2028 were adopted. These documents consolidate a shared vision of key challenges and mechanisms for joint response.

It was also noted separately that the states of Central Asia view Afghanistan as an important component of the common regional security space and support its gradual involvement in regional projects.

During the discussion, it was further emphasized that the emerging regional security system in Central Asia is open and inclusive in nature, complements existing cooperation mechanisms and contributes to strengthening security across the entire Eurasian space.

Following the forum, participants exchanged views on the transformation of the international system, prospects for the development of the Eurasian security architecture, the role of regional organizations and cooperation mechanisms, as well as new challenges and threats to international security.

 

The international forum “Primakov Readings” is one of Russia’s leading expert and discussion platforms, bringing together representatives of government bodies, academia and the expert community to discuss pressing issues on the international agenda.

IICA takes part in the Primakov Readings annually, contributing to the substantive agenda of the forum and to expert discussions on current regional and international issues.
